RVBC Planning Information

Regarding Statement of Community Involvement (SCI) and Local Development Scheme (LDS), Published 27th November 2025

SCI

The requirement to prepare a Statement of Community Involvement is set out in the Planning and Compulsory Purchase Act 2004. The document also reflects the requirements of the Town and Country Planning (Local Planning) (England) Regulations 2012, the Localism Act 2011, and the National Planning Policy Framework.

 

Ribble Valley Borough Council has published a new Statement of Community Involvement last month. The SCI sets out how the Council engages and involves residents, the local community, stakeholders, and relevant organisations to comment and engage throughout the planning process. Community involvement facilitates discussions and feedback which influences decision making. 

The SCI has been updated to support the preparation and consultation stages of the new Ribble Valley Local Plan. It details how engagement will take place at each stage of the Local Plan’s preparation, from evidence gathering through to examination and adoption, along with the communication tools and engagement methods. Procedures for producing Supplementary Planning Documents, Sustainability Appraisal, and Neighbourhood Planning are also set out. LDS

Local Planning Authorities are required to produce a Local Development Scheme. This must specify (amongst other matters) the Development Plan Documents which, when prepared, will comprise the Local Plan for the area. In publishing this information this allows for monitoring of the Council's plan making progress, helps the Council manage workloads and resource requirements and helps local communities and interested parties to keep track of progress. The latest LDS can be found on the RVBC website LDS published 27 November 2025 and it explains exactly how and when the Council intends to complete work on its new Local Plan for the Ribble Valley.
